Well thats half an hour of my morning I won't get back. Progress I suppose. Something I use every day requires a toolbar customisation like its 1992, or for me to use the context menu if it hasn't been disabled.

Version 88.0, was first offered to Release channel users on April 19, 2021.

TL:DR— You can right click to open a context menu to tkae a screenshot and you can also add a screenshots shortcut directly to your toolbar via the Customize menu. It is no longer a page action in the url bar. Ignore all the help pages suggesting complex settings checks. Its just moved.

Adding the tool to the toolbar

Of course, you can't screenshot the Customise Toolbar menu in Firefox using the Firefox screenshot tool for Firefox. The Page Actions menu is overriden and the screenshot toolbar button does not work on this page because its not written in the same way as the rest of the web, say Mozilla. You can Open the Customise Toolbar menu item under the Hamburger Menu icon top right in Firefox, It opens the Customise Firefox page screenshotted using a different tool in a meta meta way, Drag the Screenshot Icon - Scissors and a dotted outline - to the toolbar. That's it.
